Workshop: Gender Mainstreaming in EU Military Missions

The EU has been conducting gender mainstreaming, the implementation of a gender perspective across different diverse policy areas, since the early 2000s. After the last major constitutional change in the EU’s history, the adoption of the Lisbon Treaty in 2007, the external actorness of the Union has been continuously strengthening through the Common Foreign and Security Policy (CFSP) and the Common Security and Defence Policy (CSDP). In accordance with the principle of gender mainstreaming, gender perspective started to be integrated into EU external action, such as diplomatic relations, or civilian and military peace operations. But how is the political objective and constitutional norm of gender equality translated into the operational level in these EU conflict and crisis management operations? What institutional, staffing, or other policy implications does gender mainstreaming have on EU-led CSDP interventions? This workshop primarily addresses these topics and questions.

Moderated by Veronika Hornyák Gracza

Veronika Hornyák Gracza is a PhD candidate at the Doctoral School of Military Sciences of the University of Public Service - Ludovika. She is also a Doctoral Fellow of the Doctoral School on Common Security and Defense Policy at the European Security and Defense College. She holds master’s degrees in International Public Service Relations and International Security and Defense Policy from the National University of Public Service, and a postgraduate diploma in Sports Diplomacy from Széchenyi István University. Her area of expertise is European security and defense, and her PhD research focuses on gender mainstreaming in EU-led military missions and operations. Alongside her doctoral studies, Veronika works as a consultant on capacity building projects in the fields of internationalization, education, and gender equality.
